The link for TES5edit points toward FO4Edit instead:

I thought it was intended, but the software does not work without Fallout 4 installed.

I believe the proper link would be that one:

In the future, report any issues with the guide in the STEP v2.10.0 Official Bug Reports topic. This issue was reported earlier today and has already been fixed.

All of the variants of xEdit including TES5Edit and FO4Edit are the same; they can be renamed to the appropriate version for the game or used in Mod Organizer with an argument indicating which game it is being used for. For a long time the updates were posted only to the FO4 Nexus; it seems like this is no longer true.
