Hello, nice people. I was wondering with things like the skyrim unofficial legendary patch why does step have all these small fix mods? cant these things just be brought to the attention of the author of the legendary patch? my load order feels needlessly cluttered. thanks in advance. all the best.

You'll find most of the information in the first post of the above link, but these generally fall into one these categories:
- The fix requires SKSE and the USLEEP team doesn't want to take a dependency on SKSE. I think this makes perfect sense because users should be able to download and install USLEEP by itself without requiring anything other than Skyrim Legendeary Edition.
- The fix requires unsupported edits in TES5Edit that are inappropriate for USLEEP. Apparently the fixes in Flora Respawn Fix and Wiseman303's Flora Fixes can't be implemented without these unsupported edits.
- The mod doesn't fix what are considered actual bugs (e.g. Weapons an Armor Fixes - Remade). In this case the mod definitely improves some aspect of the game, although it's matter of opinion whether you consider these bugs or improvements.
- The mod doesn't really "fix" anything but it does provide an improved base for modding. XPMS Extended for example provides a lot of improvement and enhancements over the vanilla skeleton so it provides a better foundation for a modded game -- more slots for gear and better support for animation.
