I'm still running through my mods a few at a time, but does anyone have any ideas on this one?

Not that I know of, but it did this on a Vanilla game as well.  Does the mod work for you?

Hmm, interesting. I had a similar issue with some stone textures (or more accurately, the terrain) in that town southeast of the bard's college (I forget) at night. People with torches would be walking by and only those stones would light up, while the ground terrain wasn't.

Its might be property in the mesh, can_receive_light or something, I haven't messed with meshes myself at all so Its a pretty big guess.
