TES5Edit Cannot Create File Access Denied

Question

Hello, I began following the STEP procedures for Skyrim on my new PC and I am at the point to clean the Update.esm. My Skyrim folder is located "I:\Steam\Steamapps\Common\Steamapps\Skyrim" along with one for Mod Organizer and TES5Edit. I launch TES5Edit through Mod Organizer, select "none," then just Update.esm, apply filter for cleaning, remove identical masters, undelete and disable references but every single time I run into a dialog box with the following error:

Cannot create file "C:\Users\Owner\AppData\Local\Skyrim\Plugins.tes5viewsettings". The system cannot find the path specified.

 

If I hit "OK" I am just sent back to try again to only receive the same message or if I hit "Details" I get a bug report and can only close the application without saving. I have tried running everything as an Administrator, including TES5Edit from within the settings and even run outside of Mod Organizer through the .exe, and I have taken ownership of all files. 

 

I never ran into this problem on my old PC, which like this one is Windows 7 Professional.

I've checked and the Skyrim ini file is in that location and not read only, either. At this point I'm all out of ideas as to what could be the cause and I would greatly appreciate any advice as I have found nothing anywhere online.

The I: Drive is a physical HDD. 

I deleted the game through Steam then tried to reinstall to check if the path in that error was generated. 

*EDIT* Great news! After deleting everything, I went to "C:\Users\Owner\AppData\Local\Skyrim" and renamed Skyrim to something else, restarted Skyrim to see if it would regenerate it, I used a direct TES5Edit exe within the main Skyrim folder (now with administrator privileges) through MO, went through the STEP instructions and it worked!

 

For whatever reason it took find a way to force skyrim to regenerate the folder for it to find the path. 

 

Thank you so much for your help, I truly appreciate it. I can finally sleep easy without this driving me mad.

To clarify, xEdit loads your mod list from MO and you are able to edit files, ie. you performed a successful clean on Update.esm?

 

In your PATHs where "Owner" is specified, that is the name of the account you use to login to Windows? You haven't removed the real name for the sake of posting here? If it is, that's the assumption I'm going with, for whatever reason xEdit is being refused access to that account's folders and can't write to the 'Plugins.tes5viewsettings' file. Can you set up exemptions for MO in your AV software or disable it?

 

As for the missing INI. You can run Skyrim with MO managing the mods installed? If you have created a profile in MO the correct INIs from "My Documents" will have been copied across so xEdit too will see those. The internal message about the location being: "C:\Users\Owner\Documents\My Games\Skyrim\Skyrim.ini" is just because MO has tricked xEdit into seeing them there, they are actually the ones in the profile folder named the same as that shown in the MO left-hand pane.

XEdit loads successfully through MO and I can go through the editing processes, however after cleaning with no errors, usually if I wait several seconds after the successful remove identical masters and undelete and disable references stages the error message will appear, blocking any actual saving without simply closing the application. Simply trying to close the application at any point causes the error as well. 

 

As for the "Owner" part of the path, it was always the standard name, whereas my user/account name is where the My Documents files are stored separately. So if I look under C:\Users, all I see are "Default," "Owner," and "Public." I double checked the advanced security and owner properties of the "owner" folder and it does say "Username (Owner-PC\Owner)," which is the only account, as well as the administrator. 

 

I also just tried turning ESET NOD32 AV off, but that didn't resolve the error, either.

 

Should I try completely uninstalling Skyrim and removing its files to place it directly on the C: Drive, not under program files but a new, separate "games" folder? I can't think of any other means to get around this access denied. 

 

Thank you for addressing the missing ini flag, so at least that's not another thorn.

This path: I:\SteamLibrary\steamapps\common\Skyrim\Data\, is it on a physical drive in your system or is it a NAS or some other type of remote drive accessed via software?

 

If it is just another drive in your system then there should be no need to re-install Steam and your games, that won't be an UAC folder under control by Windows. On the other hand if it is a NAS drive then moving your Steam install to one physically attached would help.

 

The only thing I can think of is the User account folders that xEdit is looking for are Admin restricted and you are running MO, and hence xEdit, from one with lower privileges, which is why I asked about the name. Usually Windows accounts are named after the account used to logon to Windows on each startup and this account just looks... odd.

If you can make sure that Steam, Skyrim, MO and xEdit are all installed and run from the same level account then that will eliminate that as an issue.

You shouldn't have to run any of the tools or the game with administrative privileges. What worries me about this is that if it created those folders/files with administrative access, those files may now require administrative access to read/update.
