 Got it fixed, don't ask how. 

Just know i got it fixed. Lol.

In my case, after pulling my hair out with this same issue, I was able to fix it by adding a final backslash to the argument path.

 

eg,

 

-o:"E:\Skyrim_DynDOLOD\xEditOutput\"
