As I have seen here on S.T.E.P. in the INIs tweak guide was made in alphabetical form. Does it have for TESV a technical effect if one changes the positions?

If you're asking if you can reorder the INI parameters, then yes you can as long as they all stay under the correct heading. The headings can be reordered as well.
