Is the Current STEP Guide v2.10.0 based on the SSE Version of the game?

 

Nowhere in the guide does it explicitly mention wich version of Skyrim it is based on.

 

Now, i do think its SSE since its recommendation for RAM is 8Gb or bigger but nowhere does it state that and i just want to be sure of this base information before i go into constructing this build.

No. All the current STEP Guides are for Skyrim LE.
