DynDOLOD file in step five gives "no game data" error

UPDATE: I'm an idiot, trying to load the wrong file. The instructions clearly say "resources."

I was trying to load the standalone version of 2.81.7, but MO2 gives the "no game data at Top Level" error. I didn't see an obvious folder to set as data, also my experience with the guide so far is that this would have been mentioned if it was expected, so I think I must have something wrong.
