Open the load order in xEdit. Pay attention to all log message. Check for errors and fix them and missing or out of date string files.

Do I need to regenerate occlusion every time I regenerate LOD? If so, I had no problems until it was time to create occlusion but now I am getting this error:

<[CELL:0000963F] (in Tamriel "<Error: No strings file for lstring ID 000020E6>" [WRLD:0000003C] at 30,-5) Error while updating TVDT data: Load order FileID [69] can not be mapped to file FileID for file "Occlusion.esp" Check plugins modifying the cell record for errors and fix them>

Am I supposed to load Occlusion.esp in SSEdit and look for this specific cell then remove previous records or something?

If LOD is generated from scratch, Occlusion data should be generated from scratch as well.

Fix errors in the load order before generating LOD and Occlusion.

If you are participating in the DynDOLOD 3 alpha test, read the first post of https://stepmodifications.org/forum/topic/15606-dyndolod-300-alpha-65/

I have deleted occlusion as well as LOD then tried to regenerate but I got that error every time. I am sorting my load order with LOOT before and after. I can not see any error in LOOT.

Mentioning this because I know you are following the Step SSE guide 1.0.0.

For an identical mod list, you only need to gen occlusion once. If you wind up regenerating LOD again for some reason, just disable the mod containing Occlusion.esp, untick the Occlusion box, run DynDOLOD, and re-enable when finished.

I did disabled Occlusion.esp mod but I still got this error

[05:37] 100%: [CELL:0000B2BF] [45,23] water: -14000, min: -14000, max: -14000, top: -14000
[05:38] <[CELL:0000963F] (in Tamriel "<Error: No strings file for lstring ID 000020E6>" [WRLD:0000003C] at 30,-5) Error while updating TVDT data: Load order FileID [7B] can not be mapped to file FileID for file "Occlusion.esp" Check plugins modifying the cell record for errors and fix them>

Also no file in the Overwrite folder in MO2. Would it be ok if I would delete this "<Error: No strings file for lstring ID 000020E6>" [WRLD:0000003C] part in Tamriel?

It's best to upload your logs as sheson mentioned. He will be able to troubleshoot better than I.
