Interesting conflict with Driver Vsync + ENB Vsync

Question

I get incredible stutter if I force vsync through the AMD Catalyst as well as in ENB. If I disable ENB vsync and only use driver vsync, my fps sometimes goes above 60 and we all know that is bad. I have found the best solution is to put "off, unless application specifies" in the drivers and enable ENB vsync. That seems to be fix those issues. Is this the best option? I haven't tried those combinations with the FPS Limiter in ENB yet. Do I need to? Also, do I want Triple Buffering through the drivers? I think it only pertains to OpenGL anyway so it probably doesn't even do anything.
