So STEP is going away from vanilla look as long as the other look is better fitting with the lore? If STEP wants to stay to the vanilla look it shouldn't consider this as core mod but it looks awesome for extended.

Handless is core, handle is extended. But you can just use whatever you want.

Handless isn't vanilla or? But does the mods look fit better to the skyrim lore?

There are some mods we consider to be so significantly better than vanilla that we include these mods as Core. Another example would be Whiterun Trellis.

There is a few comments about the lore of the item posted in this thread, so you can read those and decide for yourself. I think the handless version is quite lore friendly and if you get a plugin to buff the stats of the white phial then you have something worth using.
