I think I finally managed to get it, opened and closes everything a few times. I moved an empty cell from the same row as BMDT in the yup column to the uncut column and it comes up with a "warning you are about to edit a module file" message.

During step 12 I a unable to drag line BMDT - Biped Data from the YUP - Base Game + All DLC.esm column to the NewVegasUncutSeries.esp column.

Can you drag any of the red lines from the YUP column to the next column?

It took a lot of opening and closing but I finished the steps that require moving records. I still have no idea why it needs to be opened and closed a bunch.

Make sure that nothing is read only. That's all I can think of. The Overwrite folder and the mod folder.

You might want to ensure that no other program currently has any of those files open, even an explorer window, just in case that is causing Windows to strip file access from xEdit.
