Camp Searchlight crashing

This is the first time I've run into an area that crashes my game.  Right now I can go to Camp Searchlight ONCE.  If I leave and come back the game crashes.  At first I thought it may have been the Glowing Ghouls from FCO that was bringing my game down but I reinstalled FCO without Glowing Ghouls.  I've tried messing with Data Exception, since it seems to be a memory overflow error I am getting, but to no avail.  

My second attempt was turning Nevada Skies off due to a possible weird conflict with the filter used for the area around Camp Searchlight.  Also did not work.  

 

The only thing I can think of that is messing up there, and it's a stretch, is that when heading there from Wolfhorn Ranch, there is a group of Legionnaires that are also kind of heading in that direction and they get into battle with Sergeant Astor.  I don't know if those Legionnaires are part of a quest script to find out what happened in Camp Searchlight, but I don't remember any Legion ever running into Astor's group.  In fact, if I come back to that tent, I see NCR troops but Astor is missing.  

Anyways, any help would be greatly appreciated.  I've been banging my head against this for a few days.
