How do I create the FaceGeom file from Creation Kit?

Every time an NPC does not have a default FaceGeom file it looks like this (ugly, disgusting creature):

When I export FaceGenData from Creation Kit it only gives me the FaceTint. I need the FaceGeom so I can fix this problem!

 

Many NPC do not have default FaceGeom files it would seem so I see this hideous wretch everywhere. Usually I can fix it by reinstalling the mod but the screenshot here shows a particularly nasty problem.

 

Resinstalling Interesting NPCs does not fix it, nor does the FaceTint from Creation Kit.
